The inside of most pipelines is highly toxic because of the products they carry, but an under construction pipeline wouldn't have this exact situation. The pigs I've looked up are all propelled by the normal flow of product, but a ';self propelled'; units could certainly be built. The pipe ';vehicle'; in The World Is Not Enough was meant to look like a pipeline pig, but I've never seem one with room for a person.
