Does Oil companies in Nigeria pay compensation to Niger Delta Communities?

Oil companies provide a great many jobs, and they are some of the best paying jobs in the country. The government gets humongous amounts of money from selling their oil. Now, the companies provide the best jobs around, pay huge amounts of taxes, and the govt makes billions on the oil. Why should a company pay ';compensation'; instead of the govt doing its job?
